General rules
1. This Regulation regulates the activities of primary organizations of the Youth Union of Uzbekistan in higher education institutions.
2. The primary organization of the Youth Union of Uzbekistan in higher educational institutions (hereinafter referred to as the primary organization) that implements the goals and tasks of the Union at the level of higher educational institutions, students and young people in educational institutions it is the lowest structure that unites teachers and protects their interests and rights.
3. The initial organization shall be established by the initiative of at least five young people of the higher educational institution who are sympathetic to the goals and tasks of the Youth Union and shall be registered by the local councils of the Union.
4. Primary organizations carry out the activities of the Youth Union of Uzbekistan in higher educational institutions.
5. Primary organizations in higher education institutions join the local councils of the Union in the area where they are located.
6. The youth leader and members of the leaders' council of primary organizations, based on the direction of activity, interest and the demands and wishes of young people, under the local and regional councils of the Union, organize their organizations (associations, centers, clubs, circles and others) can express the initiative to create or voluntarily join existing organizations.
7. The activities of primary organizations are coordinated by the relevant local councils of the Youth Union of Uzbekistan and the higher education institution.
8. The start-up organization performs its activities on the basis of the Constitution of the Republic of Uzbekistan, current legal documents, the Charter of the Youth Union of Uzbekistan, normative legal documents on the activities of the higher education institution and this Regulation.
The goals and objectives of the primary organization
9. The main goal of the primary organization is to help create suitable conditions for the education of young people in educational institutions, to protect the rights and interests of young people, and to contribute to the development of well-rounded individuals.
10. The primary organization has the following tasks:
- educating the young generation in the spirit of love and loyalty to the Motherland, instilling in their minds the idea of national independence, national values, religious tolerance, interethnic harmony and family values;
- to inform young people of their civil rights and duties stipulated in the Constitution and laws of the Republic of Uzbekistan, to explain to them the essence of the democratic and legal reforms implemented in the country;
- studying the problems of the youth of the higher educational institution, the quality of education, the level of mastery of subjects, attendance, the level of use of textbooks and the library, assisting in the consideration and resolution of youth appeals;
- implementation of measures aimed at young people to gain deep knowledge, learn foreign languages and master modern information and communication technologies, and direct them to the profession;
- discovering talented young people, carrying out work aimed at supporting and encouraging them in every way, organizing the activities of clubs and circles that help to develop their intellectual and creative abilities;
- supporting activities aimed at creating favorable conditions for inclusive education of youth with disabilities and special needs;
- to carry out systematic work on the social adjustment of children from troubled families, young people whose education has fallen into a difficult and unhealthy environment, and the return of students who regularly skip classes to the educational process, and the prevention of early marriages among girls;
- implementation of legal and educational work aimed at preventing crime and delinquency among young people;
- widely promoting reading among young people, increasing their love for books and developing reading culture;
- formation of ideological immunity in young people against harmful vices under the guise of "mass culture", information attacks, religious fanaticism, missionary and extremist ideas;
- development of youth tourism among young people of higher education institutions, organization of their visits to historical monuments, holy places, museums, theaters, structures built during independence in the area where they live;
- to widely promote sports among young people, especially girls, to support their interest in sports and to create the necessary conditions for their participation in various sports competitions;
- organization of promotional events aimed at wide explanation of medical culture, in particular, ways to protect against diseases to young people;
- by promoting ecology and environment protection, rational use of natural resources among young people, raising environmental culture among them, supporting environmental initiatives.
Rights and obligations of the primary organization
11. The rights of the primary organization include:
- participation in training, education and other processes aimed at protecting the rights and interests of young people of the higher education institution, receiving and monitoring the necessary information from the responsible staff and teachers;
- study the quality of classes, the level of teachers and their relationship with students, as well as the activities of the library, sports facilities, conducting raids, social surveys;
- full use of the conditions in the higher education institution, organization of circles and clubs with the participation of young people, demand that the measures in the work plan be financed by the higher education institution;
- submitting proposals to the rector of the higher educational institution and higher organizations regarding the problems, proposals and initiatives of the youth of the higher educational institution;
- organization of additional structures in the higher education institution in accordance with the procedure established by the statute;
- disseminating and promoting information about its activities.
The start-up organization can also use other rights stipulated by the relevant regulatory legal documents.
12. The primary organization's obligations are as follows:
- to operate within the framework of the Constitution and laws of the Republic of Uzbekistan, the Youth Union and the normative-legal documents adopted by the higher education institution, to comply with the procedures established in them;
- Fulfilling the relevant assignments and instructions of the local, regional and republican councils of the Youth Union, the council and the leadership of the higher education institution;
- Submit reports on their activities to the local council of the Youth Union and the head of the higher education institution in the established order;
- proper use of the rooms, material and technical means and funds allocated for the initial organization;
- to support educational, training and other activities of the higher educational institution.
Organizational structure of the primary organization
13. The organizational structure of the primary organization includes:
- election of youth leader;
- general meeting;
- youth council (youth leader, youth council leaders);
- faculty youth council;
- group leader;
- student housing, leader in the labor team;
- structures under the primary organization (circles, clubs, etc.).
