Bachelor is a basic higher education with a basic and practical knowledge in the direction of education, with a period of study not less than 4 years.
Graduates of the bachelor degree are awarded a bachelor's degree and state diploma in the field of education based on the results of the state certification.
The bachelor and master degree diploma allows the owners to work in the field of his/her speciality and continue their education in the next stages of their education, in accordance with their chosen specialty.
Studying primary education programs at different stages of higher education is not considered as second higher education.
Under the cooperation agreements with the world's leading higher education institutions at SamSIFL, bachelors are trained on the basis of advanced pedagogical technologies and international education standards.
According to, Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No 930 on November 21, 2017 "On Approval of the Regulations on the organization of correspondence (special correspondence tuition) and evening (shift) education in the higher educational institution" , and Evening (shift) education was organized on the basis of the Order of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan dated November 28, 2018 No. 868.
Rights of students
- taking knowledge which are appropriate with achievements of science and modern technologies
- using freely of books, periodical press, electronic educational facilities which are available at the resource center of the Institute
- getting free advice and suggestion;
- free use of auditoriums and educational facilities
- to demand their suggestions and critical comments to be look through on the effectiveness of the educational process and the quality of education of the Institute
- attend mass events in the institute and faculties;
- participation in all kinds of scientific research works, conferences, symposiums of their scientific works to publication, including SamSIFL publications;
- to join and participate in public associations operating in the institute legally;
- participation in the discussion and resolution of important issues of SamSIFL including through public institutions and higher education institutions;
- working in accordance with labor legislation both in the higher education institution and in leisure;
- to master other subjects taught at the SamSIFL at their decision on the basis of a contractual basis, except for the subjects in specialty;
- to complain about the orders and decree of SamSIFL administration in the manner prescribed by law;
- taking knowledge in quality and higher degree, the enjoyment of other rights not contrary to the legislation necessary to become a highly qualified specialist in the chosen direction (specialty).
- the student must not abuse his or her rights and use them for purposes contrary to the interests of others.
- students studying in the form of day-to-day training on state grants and on a fee-based basis are provided with stipends and stipends stipulated by the Cabinet of Ministers of the Republic of Uzbekistan.
- students are eligible to apply for state scholarships by the President of the Republic of Uzbekistan, Islam Karimov, Alisher Navoi, Mirzo Ulugbek, Beruny State Scholarships and other scholarships.
- according to current legislation, students may be granted academic leave for military service, health improvement, pregnancy and childbirth and child care.
- in accordance with the legislation of the Republic of Uzbekistan, students studying in the form of day-care are allowed to postpone the period of conscription to the military service at the institute.
- students who need accommodation in the Institute (first of all, those who have lost parents, mother, or father, who are contractually financially ill or who suffer from financial problems) are placed in the premises of the SamSIFL Payments for communal services in student dwellings are determined by SamSIFL and contracts with students are made.
- a student who has been dismissed from the Institute for a voluntary or discretionary right has the right to resume his / her studies on the terms and conditions of the transfer, restoration and dismissal of students.

Obligations of the students of institute:
Obtaining the knowledge implied by the educational programs of the higher education and curriculum;
Not to miss classes without excuses, not to be late for classes;
timely and qualitative performance of all types of tasks and assignments defined in educational process;
To be gracious with their classmates, students, teachers and other staff;
To fallow the dress code of institute. Not to be distinguished from the others with outward appearance and bad behavior, unconditional obedience to the rules of morality.
On the territory of the Institute, students are prohibited from:
To produce, keep, distribute the materials of written or electronic to the means of religious content;
To prepare, keep, distribut , propagate of any form of national, racial or religious hostility;
To commit any kind of unbecoming deeds and other offenses;
To damage the material-technic and other property of buildings and facilities of the Institute;
To travel to the overseas without the permission of the SSIFL administration during the study.
In addition to the cases stipulated in the decisions of the Government of the Republic of Uzbekistan, it is forbidden to involve students at work that not related to the learning process.
In the event of violation of the obligations stipulated by this Charter and the Internal regulations and ethics rules of SSIFL shall be imposed the measures of punishment on the student
The student, who is not able to master the subjects (academic debtor) within the specified time, will be dismissed on the order of the rector of SSIFL
The student can be dismissed from the institute in the following cases:
a) at his own accord;
b) relocation to another educational institution;
c) due to health reasons (based on medical certificate inquiry);
d) for violating the academic discipline and internal procedures of the higher education institution;
d) for a period of more than 74 hours without exemption from courses during one semester;
e) due to the lack of timely payment for training (for those who are paying for the contract);
j) due to imprisonment by the court;
h) because of his death.
21. Students are exempted from studying at the initiative of the institute's administration in accordance with paragraph 20 of the Charter of the Institute, taking into account the written consent of the trade union (for students who are members of the trade union). The student may also agree with the youth leader of the Primary Youth Organization of the Youth Union of the Republic of Uzbekistan, with the exception of paragraph 20 (g) of this Charter.
When a student is dismissed, ( according to her parents / legal guardian's personal' application) identification documents shall be provided with the academic form of the prescribed form, and their copy shall be placed in a separate collection folder.
The lawfulness and fairness of the disciplinary sanction applied to a student may be objectionable and appeal to the relevant authorities in the manner prescribed by law.
Information about the disciplinary action against the student is stored in his personal collection folder.
Disciplinary punishments shall be applied not later than six months after the expiry of a month and after the act has been committed, without taking into account the time of sickness or vacation.
Students cannot be dismissed from the rank of students during sickness, academic breaks, or holidays with pregnancy and childbirth.
The student (or his / her parents) who fails to attend the course due to illness should notify the authority of the faculty no later than one week and submit the medical certificate on the day of the student's arrival.
The use of mobile phones by students in the rooms and territory of SSIFL is carried out in accordance with the legislation of the Republic of Uzbekistan.
